STUDY OF IDENTIFICATION OF HAZARDS FOR THE DETERMINATION OF THE SAFETY INTEGRITY LEVEL (SIL OBJECTIVE) USING LOPA FOR THE NEW PLANTS.
CONTEXT OF THE PROJECT
PEMEX intends to reconfigure the units of Hydrodesulfurization of Intermediate Distillates U-7, U-8 and U-14, integration outside of battery limit of the plants and adjustment of the site of the new plants U-15 and AA-8 located in the Refinery “Ing. Antonio M. Amor” in Salamanca, Mexico. The plan is to reconfigure the units for the production of jet fuel and Ultra Low Sulphur Diesel (ULSD) with a maximum content of 10 ppm in weight for an unmodified capacity of 14,000 BPSD.
The primary purpose of this Safety Integrity Level (SIL) analysis is to identify the Safety Instrumented Functions (SIF) of the ULSD Project that could have a significant impact on the safety of people, the environment or economic consequences. The SIL required will be determined for each SIF that is identified by the Project team applicable to the U-7, U-8 and U-14, integration outside the battery limit of the plants and adjustment of the site of the new plants U-15 and AA-8 of the ULSD project of PEMEX Salamanca.
OBJECTIVE
Identify the hazards associated with the process and the operativity of the units of Hydrodesulphurization of Intermediate Distillates U-7, U-8 and U-14, integration outside the battery limit of the plants and adjustment of the site of the new plants U-15 and AA-8 located in the Refinery “Ing. Antonio M. Amor”, evaluate the deviations of the process design established that could occur, determine if the safeguards incorporated in the design are sufficient to reduce the hazardous consequences to an acceptable level.
Determine how many and what safeguards could be considered as IPL, including the Safety Instrumented Functions (SIF) and which are necessary to reach the tolerable level of risk and determine the reduction of risk necessary for each of the safety instrumented functions and to specify their safety integrity level.
TECHNICAL CONTEXT
To ensure that the units of Hydrodesulphurization of Intermediate Distillates U-7, U-8 and U-14, integration outside of battery limits of the plants and adjustment of the site of the new plants U-15 and AA-8 located in the Refinery “Ing. Antonio M. Amor”, can be started up, operated, maintained and shut down safely, it was proposed to execute the following services:
Study of Identification of Hazards through the methodology HAZOP (Analysis of Hazards and Operability).
Determine the Safety Integrity Level required for the Safety Instrumented Functions (SIF) and associate this value to a level of discrete probable failure, called objective safety integrity level (SIL), through the technique of Layer of Protection Analysis –LOPA
RESULTS OBTAINED
The principal benefits obtained by the client once this project was concluded were:
The results of the HAZOP were considered to take actions to reduce the risk, considering the scenario (par cause-consequence) according to the ranking of the risk.
The application of the LOPA methodology permitted a deeper review in relation to the methodology of identification of hazards and determined how many and what safeguards could be considered as IPL, including the Safety Instrumented Functions (SIF) and which are necessary to reach the tolerable risk level and determine the reduction of the risk necessary, for each of the safety instrumented functions and to specify its objective Safety Integrated Level (SIL objective).
The installation will operate within the process safety conditions, with an additional protection layer, which will make it possible to diminish losses derived from serious accidents in the installations and save costs in the contracting of insurance policies.
