CONTEXT OF THE PROJECT
Develop the technical studies to comply with the current regulation of PEMEX required for the operation of the SAPURA 3500 VESSEL that is a Class III (DP3) dynamic positioning vessel. The vessel provides marine support services, can do diving tasks, laying of lines, maneuvers and hoisting of cargo, transport and supply.
OBJECTIVE
To comply with the regulatory requirements of the safe operation of the SAPURA 3500 vessel, the following studies should be developed:
- Risk Analysis (RA).
- Emergency Response Plan (ERP).
- Dynamic Positioning Loss Contingency Plan (DPLCP).
- Health Risks Atlas (HRA)
TECHNICAL CONTEXT
- The vessel was boarded to collect the technical information required to execute the studies.
- The description of the principal systems of the vessel is prepared, its operating philosophy and the protection and safety measures it has.
- Identify the hazards, documenting the development of the methodology through the specialized commercial software PHA Pro.
- The risks are ranked.
- The quantitative analysis of Consequences is done through the specialized commercial software PHAST.
- Analysis of frequencies through event trees.
- Re-ranking of risks.
- The scenarios were selected that will emigrate the Emergency Response Plan (ERP).
- The Emergency Response Plan (ERP) is developed of the scenarios selected and definition of roles and functions for their attention.
- The critical scenarios identified in the development of the methodology for Hazard Identification for the dynamic positioning system emigrated to develop the Contingency Plan for Loss of DP.
- The roles and functions were established for addressing critical scenarios for loss of DP.
- Develop all the stages of the Health Risk Analysis of the SAPURA 3500 vessel.
- Preparation of the corresponding reports.
RESULTS OBTAINED
The principal benefits obtained by the client once this project was concluded were:
- Identification and ranking of risks associated with the process in order to reduce the risk to a tolerable level to which all possible receptors are exposed.
- Have an Emergency Response Plan (ERP).
- Have a Dynamic Positioning Loss Contingency Plan (DPL CP).
- Identification of the Health Risks makes it possible to reduce the labor risks and illnesses of each activity, and to design or establish the efficiency of the control measures it will take for the labor environment risks.
- The vessel will operate under the process safety conditions and comply with the regulations requested by PEMEX.
