UPDATING OF THE PROCESS RISK ANALYSIS (PARA) FOR THE REHABILITATION OF SYSTEMS AND EQUIPMENT FOR ESTABLISHING THE SAFE OPERATION OF THE BALAM-TE PLATFORM.

CONTEXT OF THE PROJECT

According to commitments and current and future demand for oil production and in order to maintain production levels, it is necessary to establish the general requirements for reestablishing the operative conditions of the systems and equipment damaged on the Balam-TE Platform.

To reestablish the safe operation of the installations, a detailed quantification must be done of the risks to the supply, installation and startup of the systems of the Balam-TE Platform in safe conditions for the personnel and for the installation.

OBJECTIVE

Process Hazard Analysis (PHA) through methodologies for identification of hazards HazOp and What If? for the Rehabilitation of Systems and Equipment for reestablishing the Safe Operation of the Balam-TE Platform, located in the Gulf of Mexico, in which the possible risk scenarios during the operation and related activities are identified, thereby minimizing the occurrence of damages associated with failures in the systems and human factors, in order to control and/or minimize the consequences that affect the Personnel, the Population, the Environment, the Production and/or Installation based on the current regulations.

TECHNICAL CONTEXT

Based on the applicable regulations for doing a Process Hazard Analysis (PHA), the multidisciplinary working group was formed for the identification of Hazards and ranking of risks, the scenarios were identified that are subject to the analysis of estimation of consequences through the specialized commercial software PHAST, and analysis of frequencies through the event trees methodology, this serving as a basis for the re-ranking of the risk, finally resulting in the establishment of a series of recommendations for risk management.

RESULTS OBTAINED

In order to establish a comprehensive system for risk management, a qualitative and quantitative quantification was done of the inherent and managed risks in the Balam-TE Platform in order to identify and assess their impact on the risk receptors of interest and establish a series of recommendations intended to maintain and reduce to a tolerable level the risks present during the supply, installation and startup of the systems of the Balam-TE Platform.
