CONTEXT OF THE PROJECT
Develop the technical studies to comply with the current regulation of PEMEX for the safe operation of the OCEAN STAR VESSEL, which is a Class II (DP2) dynamic positioning vessel. This vessel was designed to do offshore construction works, such as inspection, maintenance and repair of offshore equipment and installations, lodging, ROV activities and trenching of underwater pipelines through a specialized trenching machine (Tasmanian Tiger).
OBJECTIVE
To comply with the regulatory requirements of the safe operation of the Ocean Star vessel the following studies must be done:
- Risk Analysis (RA).
- Emergency Response Plan (ERP).
- Dynamic Positioning Loss Contingency Plan (DPLCP).
- Environmental Contingency Plan (ECP).
- Health Risks Atlas (HRA).
TECHNICAL CONTEXT
- The vessel was boarded to collect the information required for the development of the studies.
- The description of the principal systems of the vessel is prepared, its operating philosophy and the protection and safety measures it has.
- Development of the identification of hazards, documenting the development of the methodology through the specialized commercial software PHA Pro.
- The risks are ranked.
- The quantitative analysis of Consequences is done through the specialized commercial software PHAST.
- Analysis of frequencies through event trees.
- Re-ranking of risks.
- The scenarios were selected that will emigrate the Emergency Response Plan (ERP).
- The Emergency Response Plan (ERP) is developed of the scenarios selected and definition of roles and functions for their attention.
- The critical scenarios identified in the development of the methodology for Hazard Identification for the dynamic positioning system emigrated to develop the Contingency Plan for Loss of DP.
- The roles and functions for addressing critical scenarios for loss of Dynamic Positioning (DP) were established.
- Define adequate planning that makes it possible to timely address the environmental incidents that may arise during the operations of the Ocean Star vessel.
- Establish and define roles and functions for addressing the environmental incidents in the Contingency Plan (ECP).
- Develop all the stages that are part of the Health Risks Analysis of the Ocean Star vessel.
- Preparation of the corresponding reports for each study done.
RESULTS OBTAINED
The principal benefits obtained by the Client once this project was concluded were:
- The design of a Safety Instrumented System (SIS) that complies with the standards IEC-61511, IEC-61508 and ANSI/ISA 84.00.01, reducing the risk to a tolerable level for all the possible receptors of risk, constituting a guide for best engineering practices for the conceptual design / detail of the Instrumented Systems with safety criteria.
- The installation will operate within safety conditions of the process, with an independent layer of protection that allows it to diminish losses derived from undesirable events and offers cost savings from fewer false alarms and better conditions in contracting insurance policies.
- Maintain the level of integrity of the SIS during the entire Life Cycle of the installations ensuring that it is contained within tolerable risk levels.
